You are looking at at a used John S. Barnes Small Hydraulic Pump for equipment. The model number is #3194, P109932. I do not know of the condition of this pump, I did take the caps out so you could see that there is no rust on the interior. I have no way to test this item, I bought this used and have stored it for many years.
